Specialised Diploma Gateway (UK)
The 14-19 Education and Skills White Paper, published in February 2005, set out Government proposals to improve secondary, further and higher education. The introduction of specialised Diplomas is key to these changes.
Schools, colleges and other institutions need to consider now what this will mean for them. The first five Diplomas (listed below) will be available for teaching from September 2008, and from 2013, a statutory entitlement means any 14-19-year-old will have the right to take a Diploma course wherever they are in the country.
Specialised Diplomas will offer an alternative to traditional learning styles through a combination of general education and applied learning. These qualifications will provide an exciting and relevant programme of learning to young people of all backgrounds and abilities.

In order to support schools and colleges in dealing with the withdrawal of the foundation and intermediate GNVQ, QCA has contracted four Pathfinder centres to share their experiences of planning and introducing alternative provision. The results of this exercise will help inform other centres of possible ways forward.

On 23 February 2005, the Department for Education and Skills (UK) published the 14-19 Education and Skills White Paper.
The Working Group on 14-19 Reform, chaired by Sir Mike Tomlinson, published its final report last October. The White Paper responds to the challenge issued in the report ?how to fulfil the needs and aspirations of every young person.
The White Paper sets out proposals, which build on the strengths of the existing education system, designed to Ensure that every young person masters functional English and maths before they leave education
The proposals introduce new specialised lines of learning leading to Diplomas in 14 broad sector areas.
The specialised Diplomas will replace the current system of around 3,500 separate qualifications and will provide an alternative gateway to higher education and skilled employment.
The White Paper sets out a national entitlement of a full range of GCSEs, A levels and 14 specialised Diplomas.

Sixth form centres represent good value for money but offer little that is distinctive from other kinds of provision
While sixth form centres in general further education (GFE) and tertiary colleges represent good value for money, there is little evidence to suggest that this separate, or ?ocused? provision of education for 16 to 19 year olds offers any advantages in terms of quality of teaching, course provision or student achievement.
The survey identifies common characteristics associated with provision in sixth form centres, and draws comparisons with colleges which do not organize their provision in this way.

Vocational A levels: the first two years evaluates the quality and standards of the Advanced Vocational Certificate of Education (AVCE) in a sample of further education colleges and sixth form colleges. Ofsted? one-year survey of the AVCE followed the introduction of the Curriculum 2000 reforms and the replacement of the General National Vocational Qualification (GNVQ) advanced by the AVCE.
