This survey was designed to assess the impact of recent government initiatives to improve the standards and provision of swimming at Key Stage 2.
Her Majesty's Inspectors (HMI) and Additional Inspectors visited 30 primary schools in 17 school sport partnerships to evaluate the quality and effectiveness of provision in primary schools, with a particular focus on the impact of the then Department for Education and Skills' national top-up swimming programme for pupils who have difficulty reaching the Key Stage 2 standard of swimming 25 metres unaided.

The UK Department for Education and Skills commissioned TNS ?an independent research company ?to conduct the second annual survey of school sport in England covering the academic year 2004/05. In total, 11,498 schools ?within the existing 312 School Sport Partnerships ?took part in the survey between May 2005 and June 2005, representing a response rate of 95%.
This is the largest survey of physical education (PE) and school sport in Europe.

The key aim is to investigate the difference that high quality PE and school sport make to young people and the impact that this has on their schools. Some of the schools are also specialist sports colleges or within a school sport coordinator (SSCo) partnership.
The schools and partnerships involved in the investigation are aiming to ensure that all their pupils spend a minimum of two hours each week on high quality PE and school sport. To achieve this, they are investing time and resources and are using a range of approaches and strategies.
