WebGUI at Wikipedia, the free encyclopedia
WebGUI is an open source content management system written in Perl and released under the GNU General Public License.
The system permits non-technically savvy users to arrange content in pages and layouts, containing 'wobjects' (applets) which permit website visitors to view and interact with various types of data from basic Articles to full-blown Content Submission Systems and custom appliciations -- the system was actually originally built as an application framework by creator Plain Black Software to support their customer development work, but probably a majority of current independent users of it utilize it as a CMS with the stock modules with which it ships.
In late 2005 and early 2006, the system underwent a major metamorphosis, targeting a release of version 7.0 around July 2006.

WebGUI (CMS) .. web 2.0 application
http://www.plainblack.com/webgui
WebGUI (pronounced web-gooey) is one of the most popular open source content management systems (CMS) available today. It is downloaded over 5,000 times per month and is in use as an Intranet application framework in several Fortune 500 firms in the United States.
WebGUI is a content management platform built to give average business users the ability to build and maintain complex web sites. It is modular, pluggable, and platform independent. It was designed to keep the management of content in the hands of those who create content, rather than take up the time of busy IT staff.
WebGUI has a rich user experience that allows users to place their content through a drag-n-drop interface; helps users pick dates, colors, and more; and has a highly customizable rich editor to allow users to format content quickly and easily.
WebGUI allows developers to quickly plug-in new functionality to get the most from a site. In addition, WebGUI's standardized plug-in points maintain the upgrade path even with customizations.
Users can work in an interface in their native language, and content can be published in as many languages as necessary.
